Centers shall have administrative policies and practices that provide for:

1. (1) selection and training of staff;
2. (2) communication with and opportunities for participation by parents;
3. (3) operational and fiscal management; and
4. (4) objective evaluation of the program, management, and staff in accordance with the rules of this Section.
