1. (a) The management of a natural river area shall give highest priority to protecting the values that make it outstanding while providing river-related outdoor recreation opportunities in a natural setting:

   1. (1) No dredging or sand and gravel operations shall be permitted.
   2. (2) No felled trees shall be removed unless they block passage down the river or obstruct stream flow.
   3. (3) No streamside trees shall be cut unless they present a hazard to public health and safety.

2. (b) Recreation activities consistent with the management of a natural river area in the system are:

   1. (1) hiking;
   2. (2) backpacking;
   3. (3) horseback riding on trails;
   4. (4) boating, which may include tubing, kayaking, canoeing, rafting, and power boating;
   5. (5) swimming; and
   6. (6) hunting and fishing.
