Urgent Needs grant applicants must meet all four of the following eligibility requirements:

1. (1) the need addressed by the application must have arisen during the preceding 18‑month period and represent an imminent threat to public health or safety;
2. (2) the activity is designed to alleviate existing conditions which pose a serious and immediate threat to the health or welfare of the community which are of recent origin or which recently became urgent;
3. (3) the applicant does not have sufficient local resources; and
4. (4) other financial resources are not available to alleviate the urgent need.
