In reviewing grant applications for Small Watershed projects, the commission shall consider the financial resources of the sponsoring organization, as follows:

1. (1) "cash on hand" to cover local project costs after receipt of state grant funds; or
2. (2) local county commissioners' resolution promising to include the local share of matching funds in annual budgets; or
3. (3) proof of FHA loan, additional grant funds, or any other reliable source of funds.
