The maximum chlorine guarantees permitted for tobacco plant bed fertilizers shall be as follows:

1. (1) for fertilizers with nitrogen guarantees up to and including six percent, one‑half of one percent chlorine;
2. (2) for fertilizers with a nitrogen guarantee above six percent, one percent chlorine.
