In selecting Construction Manager-at-Risk for its projects, the UNC system shall comply with the rules in this Subchapter except that:

1. (1) the pre-selection committee need not include a representative of the State Construction Office; and
2. (2) the final selection of Construction Manager-at-Risk shall be made by the Board of Trustees of the funded institution.
