1. (1) Every person offering to vote shall be at the time legally registered as a voter as herein prescribed and in the manner provided by law. The General Assembly shall enact general laws governing the registration of voters.
2. (2) Voters shall present photographic identification before voting. The General Assembly shall enact general laws governing the requirements of such photographic identification, which may include exceptions.

Note: The amendments by S.L. 2024-58 are contingent upon the results of the November 3, 2026, referendum conducted under that act.
