1. (1) The powers conferred in this part are in addition to the powers conferred by any other general, special, or local law.
2. (2) An undertaking may be acquired, constructed, or improved, and bonds may be issued under this part for such purposes, notwithstanding the provisions of Title 85, chapter 7.
3. (3) If the provisions of this part are inconsistent with the provisions of Title 85, chapter 7, the provisions of this part control.
