1. (1) A diversion of water from the basin pursuant to Article X of the compact consented to by the department under the provisions of this part may not be made until one of the following occurs, whichever is later:

   1. (a) the legislature ratifies the first determination of the department to consent to a diversion of water from the basin pursuant to Article X of the compact; or
   2. (b) July 1, 1983.
2. (2) A decision by the department to disapprove a diversion of water is not subject to legislative approval.
