1. (1) The report of the alternative dispute resolution council must:

   1. (a) include findings of fact and recommendations regarding costs, if any; and
   2. (b) consider the written summary provided when an investigation is delegated as provided in 80-5-505.
2. (2) The director shall send copies of the completed report to the buyer and seller by certified mail.
