1. (1) The department may create a prescribed fire manager certification program. The program must include training on all relevant aspects of prescribed fire in the state, including but not limited to the following:

   1. (a) applicable laws and rules;
   2. (b) safety planning and management;
   3. (c) weather;
   4. (d) prescribed fire behavior, complexity analysis, and techniques;
   5. (e) smoke management;
   6. (f) prescribed fire burn plan requirements and standards;
   7. (g) public relations;
   8. (h) prescribed fire burn permitting; and
   9. (i) contingencies.

2. (2) The department may adopt rules to implement the prescribed fire manager certification program, including:

   1. (a) training requirements;
   2. (b) certification standards;
   3. (c) reciprocity requirements for prescribed fire certifications from other states and organizations;
   4. (d) administration of the prescribed fire manager certification claims account; and
   5. (e) fees.
