It is the policy of the state to plan for and implement an integrated approach to solid waste management, which must be based upon the following order of priority:

1. (1) source reduction;
2. (2) reuse;
3. (3) recycling;
4. (4) composting; and
5. (5) landfill disposal or incineration.
