Said board of county commissioners shall have the power, by order entered on its minutes:

1. (1) to grant said petition either in whole or in part;
2. (2) to alter the boundaries of said public hospital district; and
3. (3) to annex thereto all or such portion of said area or territory described in said petition as will be benefited thereby.
