1. (1) The following administrative departments are hereby established:

   1. (a) department of law;
   2. (b) department of public service;
   3. (c) department of public welfare;
   4. (d) department of public safety;
   5. (e) department of finance.
2. (2) The commission may by ordinance discontinue any or several departments and determine, combine, and distribute the functions and duties of these departments and subdivisions thereof.
