1. (1) Before creating a district, the governing body shall pass a resolution of intention to create the district.

2. (2) The resolution must designate:

   1. (a) the proposed name of the district;
   2. (b) the necessity for the proposed district;
   3. (c) a general description of the territory or lands to be included within the district, giving the boundaries of the district;
   4. (d) the general character of the system and its proposed location;
   5. (e) the name of the engineer who is to have charge of the work; and
   6. (f) the estimated cost of the district.
