The board or governing body administering and operating the special district as provided by 7-11-1021 shall submit the minutes of its proceedings for electronic storage as provided in 7-1-204 unless:

1. (1) the special district is operated by the governing body of a municipality; and
2. (2) the governing body has designated an alternative place for the minutes to be recorded or maintained.
