1. (1) The department shall adopt rules necessary for the administration of this part.

2. (2) The rules must include but are not limited to:

   1. (a) the weighting of the criteria listed in 61-2-504 for scoring purposes;
   2. (b) allowable reasons for not awarding a grant;
   3. (c) the appeal process for an emergency medical service provider that does not receive a grant; and
   4. (d) reporting requirements for grant recipients.
