For the purposes of this part, the following definitions apply:

1. (1) "Administrative act" means a department action, omission, decision, rule, interpretation, recommendation, policy, practice, or procedure relating to child and family services.
2. (2) "Child and family services" means services provided by the department under this chapter.
3. (3) "Ombudsman" means the person holding the position of the child and family ombudsman.
4. (4) "Request for assistance" means a request by a person asking the ombudsman for assistance in protecting the rights or interests of a child or family in this state.
