1. (1) The department shall keep a record of its proceedings and a register of the board's proceedings.

2. (2) The department shall keep a register of applicants for licensure, which must show:

   1. (a) the name, age, and residence of each applicant;
   2. (b) the date of the application;
   3. (c) the place of business of the applicant;
   4. (d) the applicant's educational and other qualifications;
   5. (e) the branch or branches of engineering in which the applicant qualified;
   6. (f) whether an examination was required;
   7. (g) whether the applicant was rejected;
   8. (h) whether a license was granted;
   9. (i) the date of the action of the board; and
   10. (j) other information considered necessary by the board.
3. (3) The records of the department are prima facie evidence of the proceedings of the board, and a transcript of the proceedings, certified by the department, is admissible in evidence as if the original were produced.
