If the secretary of state finds that the application complies with the provisions of this part and that all fees have been paid, the secretary of state shall:

1. (1) endorse on the application the word "filed" and the date on which the application was filed;
2. (2) file the application in the secretary of state's office; and
3. (3) issue a certificate of renewal to the applicant.
