There are three types of appropriations within the meaning of "appropriation made by law" as used in Article VIII, section 14, of the Montana constitution:

1. (1) temporary appropriations enacted by the legislature as part of designated appropriation bills or sections designated as appropriations in other bills;
2. (2) temporary appropriations made by valid budget amendment; and
3. (3) statutory appropriations made by permanent law in conformance with 17-7-502.
