1. (1) The department will conduct inspections of agricultural chemical facilities and users to determine compliance with Title 80, chapter 15, MCA. Special inspections, investigations or monitoring may be conducted:

   1. (a) when misuse of an agricultural chemical is suspected;
   2. (b) if an inspection reveals that an agricultural chemical may impair or degrade ground water; and
   3. (c) if monitoring reveals the presence of an agricultural chemical in ground water.
