1. (1) The EDC shall file standard applications for interconnection requests, standard agreements required by the interconnection rules, a schedule of fees for processing interconnection requests, and a schedule of rates for performing the various studies required by these rules with the commission.
2. (2) All agreements, forms, fees, and rates must be filed with and approved by the commission after public notice and opportunity for comment.
3. (3) Utilities may not deviate from the standard agreements and fees filed with the commission without commission approval.
4. (4) A customer may petition the commission to require the utility to amend its agreements, forms, fees, and rates.
5. (5) The commission on its own, may require the utility to amend its agreements, forms, fees, and rates.
