1. (1) Call splashing is prohibited, except as provided in subsection (2) .

2. (2) Call splashing is only permitted after:

   1. (a) The consumer requests to be transferred to another carrier or provider,
   2. (b) The consumer is informed prior to incurring any charges that the rates for the call may not reflect the rates from the actual originating location, and
   3. (c) The consumer then consents to be transferred.
3. (3) Operator service providers shall not bill for a call that does not reflect the location of the origination of the call, except for calls completed pursuant to subsection (2) .
