1. (1) For purposes of ARM 38.5.2730 through 38.5.2750, "new service" means any service that is introduced separately or in combination with other services, and:

   1. (a) Is not functionally required to provide local exchange service;
   2. (b) Is not a repackaged current service; and
   3. (c) Is not a direct replacement for a regulated telecommunications service.
