1. (1) Each program shall employ or contract with professionals to serve as program professional staff members. Program professional staff members must have knowledge of the physical and emotional demands of the program and provide professional services including, but not limited to:

   1. (a) admission evaluations;
   2. (b) case plan development;
   3. (c) assessments;
   4. (d) treatment; and
   5. (e) rehabilitation.

2. (2) At a minimum, each program professional staff must consist of:

   1. (a) a licensed health care professional;
   2. (b) a licensed mental health professional who may be either a licensed clinical psychologist, a licensed clinical social worker or a licensed clinical professional counselor; and
   3. (c) a licensed addiction counselor if the program is treating youth for chemical dependency.
