1. (1) Staff, volunteers, and children in all licensed and registered child care facilities, excluding RCEs, must learn and follow good handwashing practices at the following times:

   1. (a) before and after:

      1. (i) preparing or handling food or beverages, eating, or feeding a child;
      2. (ii) giving medication or applying a medical ointment or cream; and
      3. (iii) diapering;

   2. (b) after:

      1. (i) using the toilet or helping a child use a toilet;
      2. (ii) handling bodily fluid (mucous, blood, vomit) from sneezing, wiping and blowing noses, or from mouths or from sores;
      3. (iii) handling animals or cleaning up animal waste;
      4. (iv) cleaning or handling the garbage; and
      5. (v) applying sunscreen and/or insect repellent.
2. (2) All licensed child care providers and registered group and family child care providers must provide soap and disposable or single-use towels or other hand-drying devices at all hand washing sinks. Common-use cloth towels are prohibited.
3. (3) All licensed child care providers must post hand washing signs in all food preparation, hand washing, diapering, and toileting areas.
