1. (1) Any individual, group, or other agency may submit a written complaint against a child care facility or provider. The complainant's personal information is not public information.
2. (2) Any individual, group, or other agency may request that the department determine whether a child care facility should be licensed or registered according to law. Referral may be either in writing or by telephone.
3. (3) An authorized representative of the department may conduct an on-site visit of a facility and property without prior notice to the owner or staff of the program whenever the department considers it necessary and when children are in care.
