1. (1) As a condition of IV-E eligibility, a child must be:

   1. (a) under the age of 18; or
   2. (b) age 18 or older if the child is a full-time student in a secondary school who is reasonably expected to obtain a secondary school diploma or its equivalent in or before the month of the child's 19th birthday.
