1. (1) In accordance with the procedures set forth in ARM 37.36.902, an applicant or recipient may appeal any decision of the program regarding:

   1. (a) eligibility for a loan;
   2. (b) what is the appropriate communication device for the applicant or recipient;
   3. (c) priority for distribution of communication devices; or
   4. (d) termination of a loan.
