1. (1) Abortion clinics must have a quality assurance program that:

   1. (a) is ongoing;
   2. (b) is data-driven;
   3. (c) is broad in scope;
   4. (d) addresses clinical and administrative issues as well as actual patient outcomes;
   5. (e) has a defined set of quality improvement goals and objectives;
   6. (f) actively seeks patient feedback, evaluates complaints and suggestions, and works to improve patient satisfaction;
   7. (g) includes the active participation of the medical staff; and
   8. (h) respects the health care rights of all patients, including the right to privacy.
