1. (1) The facility must establish and maintain a system that:

   1. (a) assures a full and complete accounting of each client's personal funds entrusted to the facility on behalf of each client; and
   2. (b) precludes any commingling of a client's funds with facility funds or with the funds of any person other than another client.
2. (2) The client's financial record must be available on request to the client or legal guardian.
