1. (1) Upon admission a mental health center providing foster care shall provide each client with:

   1. (a) a written statement of the client's rights which, at a minimum, include the rights found in 53-21-142 , MCA;
   2. (b) a copy of the mental health center grievance procedure; and
   3. (c) written rules of conduct for the foster care home and the consequences to the client for violating the rules.
