1. (1) The facility shall develop security policies which address the following:

   1. (a) securing the treatment unit;
   2. (b) development of an emergency, fire, disaster, evacuation, and response plan; and
   3. (c) summoning outside assistance from local emergency responders in the event of an emergency.
