The Highway Patrol officer shall call the nearest qualified tow car service whenever the owner and/or operator:

1. (1) is absent from the accident scene;
2. (2) is injured to the extent of being incapable of normal conversation;
3. (3) is impaired by intoxication to the extent of being incapable of making a reasonable decision; or
4. (4) requests the member to select the tow car service.
