1. (1) The facility must have written policy and procedure governing the following:

   1. (a) inmate correspondence;
   2. (b) postage allowance for indigent inmates;
   3. (c) inmate access to publications;
   4. (d) inspection of incoming and outgoing inmate mail; and
   5. (e) inspection for and disposition of contraband.

2. (2) The facility must have written policy, procedure and practice providing for:

   1. (a) inmate access to telephones; and
   2. (b) inmate visitation.
