1. (1) The facility must have written policy, procedure and practice regarding disciplinary actions, approved by the department which:

   1. (a) define in writing the rules of conduct, sanctions and procedures for violations;
   2. (b) must be communicated to all inmates and staff; and
   3. (c) provide that when an inmate allegedly commits an act covered by criminal law, the case is referred to appropriate court or law enforcement officials for consideration for prosecution.
