1. (1) A diagnostic review will be conducted by a diagnostic review team at the site for each public at-grade railroad crossing considered for:

   1. (a) proposed signals;
   2. (b) upgrade of existing signals;
   3. (c) proposed removal of signals;
   4. (d) circuitry upgrade;
   5. (e) road approach work;
   6. (f) closure;
   7. (g) other safety improvements deemed necessary by the diagnostic review team; and
   8. (h) interconnection between railroad signals and traffic control signals.
2. (2) The road authority, railroad or MDT can request a diagnostic review be initiated to address specific or unusual needs at a public at-grade crossing.
