1. (1) Any state agency, local government, municipality or airport authority within the state of Montana is eligible to submit an application for aeronautical grant or loan monies.

   1. (a) Federal entities are ineligible for grant or loan monies.
   2. (b) Private persons, private corporations, and private entities are ineligible for grant or loan monies.
