1. (1) Any written request for the following types of records routinely distributed by the department shall be honored automatically:

   1. (a) finalized press releases;
   2. (b) copies of rules;
   3. (c) educational materials (including pamphlets); and
   4. (d) copies of speeches that have been delivered to the public.
