1. (1) The commission shall develop the membership of and appoint a Madison River Work Group. The work group will consist of:

   1. (a) three commercial outfitters with a current Madison River Special Recreational Use Permit;
   2. (b) three non-commercial Madison River users;
   3. (c) two individuals with a Madison Valley business interest not connected to commercial outfitting;
   4. (d) one member trained in natural resources management and not currently working for the Department of Fish, Wildlife and Parks;
   5. (e) one representative from the Fish and Wildlife Commission;
   6. (f) one representative from the Bureau of Land Management; and
   7. (g) one at-large member whose selected qualities are largely outside the above descriptions for other work group members.
2. (2) The members of the working group shall be appointed for three years.
3. (3) The work group will be staffed by department employees.

4. (4) The work group may develop recommendations to the commission for approval regarding:

   1. (a) the allocation of commercial use trips to outfitters;
   2. (b) a process to permit new outfitters on the Madison River;
   3. (c) rule language to address all recreational use on the Madison River, including walk/wade sections and rest rotation proposals to replace those in ARM 12.11.6702 and 12.11.6706; and
   4. (d) consequences of permit violations.
