1. (1) Persons traveling faster than no wake speed in areas restricted to no wake speed shall be in violation of the rule unless one of the following circumstances apply:

   1. (a) official patrol and search and rescue operations; or
   2. (b) scientific purposes or special events with the director's prior written approval.
