Changes of venue may be awarded in civil cases pending in the circuit court of Cape Girardeau County at Cape Girardeau for the following causes:

1. (1) That the inhabitants of the city of Cape Girardeau are prejudiced against the applicant;
2. (2) That the opposite party has an undue influence over the inhabitants of said city; provided, that in such cases a change of venue shall be awarded to the circuit court of Cape Girardeau County at Jackson.
