As used in sections 251.500 to 251.510, the following terms mean:

1. (1) "Board", an economic development district board, as created under the provisions of section 251.505;
2. (2) "Economic development district", a district formed by two or more adjoining counties in this state or by one or more counties and an adjoining city not within a county;
3. (3) "Governing body", a legislative body governing a county or a city not within a county.
