A business extension service team shall:

1. (1) Develop a plan for a successful applicant to help the company to become more competitive. The plan may include, but is not limited to, recommendations for changes in:

   1. (a) Management strategies;
   2. (b) Modernization of processes or equipment;
   3. (c) Job training;
   4. (d) Development of new markets;
2. (2) Assist companies in obtaining financing from private and government sources, if they decide to implement a team plan;
3. (3) Assist companies in implementing the recommendations of the team plan.
