Bridges to be toll-free, when
Effective Aug 28, 1939(RSMo 1939 § 8551)
Provided that nothing in this law shall authorize or permit the collection of tolls on any bridge heretofore made toll-free or on any existing bridge on which tolls are not at present collected.
