Notwithstanding any other provision of law, the department shall not disclose personally identifiable medical, social, personal, or financial records of any eligible adult being served by the division of senior services except when disclosed in a manner that does not identify the eligible adult, or when ordered to do so by a court of competent jurisdiction. Such records shall be accessible without court order for examination and copying only to the following persons or offices, or to their designees:

1. (1) The department or any person or agency designated by the department for such purposes as the department may determine;
2. (2) The attorney general, to perform his or her constitutional or statutory duties;
3. (3) The department of mental health for residents placed through that department, to perform its constitutional or statutory duties;
4. (4) Any appropriate law enforcement agency, to perform its constitutional or statutory duties;
5. (5) The eligible adult, his or her legal guardian or any other person designated by the eligible adult; and
6. (6) The department of social services for individuals who receive Medicaid benefits, to perform its constitutional or statutory duties.
