As used in sections 161.500 to 161.508, the following terms mean:

1. (1) "Department", the department of elementary and secondary education;

2. (2) "Drugs" includes, but is not limited to:

   1. (a) All controlled substances defined in chapter 195; and
   2. (b) Alcoholic beverages.
