- 1. The department of elementary and secondary education includes the commissioner of education, the members of the professional staff, and the other employees essential to the efficient operation of the department.
- 2. Upon the recommendation of the commissioner the board shall appoint the members of the professional staff and the other employees and fix their compensation.
