Mo. Rev. Stat. § 81.170
Condemnation of private property (cities of 10,000 to 30,000)
Effective Aug 28, 1939(RSMo 1939 § 7481)
Any such city may condemn private property for public use for such purposes as they are now by law authorized to condemn the same and as provided by chapter 88.
